Having joined together this weekend, we, the youth, realise
that our work will have been futile if we do not continue
to show our commitment to the water sector and continue
to demonstrate that we can be responsible and dedicated
partners in all sectors of society.
To show our commitment we need you to help us realise
this dream by your support and your funding. We want to
be part of the water sector.
We want to express our appreciation and support for the
Ministers and the other major stakeholders for the development
of the Vision and Framework for Action.
We, the youth, having been recognised as a target group
in the water sector, commit ourselves to a Long Term Vision
and Action Plan for the youth. This plan will be laid
out in this document.
We are sometimes characterised as naive and idealistic.
However, it is this idealism which leads to vision, and
without vision we would not be here today. It is therefor
the youth above all which is able to provide fresh new
ideas and place them on the table for consideration and
deliberation.
We are the initiators of change. We can transfer our knowledge
to our own peer group, but also to those people closest
to us, our family. By using this bottom up approach, a
larger awareness of water related problems will be noted
in local communities and, on the long term, in the international
community.

| 1.

Set up a task force in order to further develop
the youth commitment, and form a basis for a youth
network. This network should start locally and should
slowly expand to the international level, having
contacts in each target region to facilitate local
initiatives; |

Initiate this task force and set up the youth network;
|
 |
 |
 |
| 3.
|
|
Launch
"The Water Front", a core organisation
to control the aforementioned network, evolving
from the original taskforce. Among its tasks, the
Water Front will have the obligation to work towards
the Third World Water Forum to ensure future youth
involvement; |

 |
| 4.
|
|
Set
up a division of volunteers within the international
youth network, that will provide practical assistance
to regions affected by water related problems or
conflicts. |

 |
 |
| 5.
|
|
Present
the disseminated version of the Action Plan at the
10th Stockholm Water Symposium to be held in August
2000; |
 |
 |
 |
 |
 |
 |
|
| |
| We
propose in the 3 years between Water Forums to: |

 |
| A. |
|
Disseminate the results and messages from the 2nd
World Water Forum and Framework for Action throughout
the World's Youth Networks; |

 |
 |
| B.
|
|
Support the Framework for Action in the designated
regions, to reach out to youth networks and involve
them in the development of the Action Plans and
their implementation; |
 |
 |
 |
| C. |
|
Help
professional Water organisations to involve young
people in the development of strategies for youth-involvement
and initiation of youth-accessible activities, and
provide ideas how to incorporate youth in their
policies; |

 |
| D.
|
|
Put water on the agenda of international youth conferences;
|

 |
 |
| E.
|
|
Be an active partner in the organisation of the
Third World Water Forum, in order to ensure future
youth involvement and contributions to events such
as the Second World Water Forum in The Hague; |

 |
| F. |
|
Water Forum in The Hague; F. Mediate in the dissemination
of successful water programmes for young people.

| Finally,
we would like to challenge the Framework for Action, the
World water Council, and the World Water Commission to
commit to us and to our initiative. In order to enable
the "Water Front" to be effective the support,
energy and commitment of Governments and Individuals and
all groups is necessary. We need the twenty-three regions
to fulfil their obligations to the global community in
pledging their support to us. We need their dedication
to our cause if we are to reach all members of the younger
generation. Help us to realise our Vision through the
implementation of this Action Plan. |
